IP Office elevated to full ministry


Effective 1 October 2025, the Korean Intellectual Property Office (KIPO) has been elevated to full ministry status and renamed the Ministry of Intellectual Property (MOIP) under the Prime Minister’s Office. The move centralizes Korea’s intellectual property governance, consolidating policy, protection, utilization, and dispute-related functions that were previously spread across multiple ministries.

Key reforms include the establishment of an Intellectual Property Dispute Response Bureau to coordinate national responses to IP disputes, the renaming of the Industrial Property Policy Bureau to the Intellectual Property Policy Bureau, and the creation of a new Intellectual Property Transaction Division to promote IP commercialization and reinvestment in R&D. The reorganization reflects Korea’s strategic push to strengthen innovation, enhance IP protection, and boost the economic value of intellectual property.
